谈论深圳的未来，“创新”似乎是一个永恒的关键词。在最新的《深圳市国土空间总体规划（2021-2035年）》新闻发布会中，“海洋”作为高频词竟然出现了27次，仅次于“创新”的30次，远超“科技”的14次。
2019年，《粤港澳大湾区发展规划纲要》明确提出要“大力发展海洋经济”，深圳作为湾区龙头，肩负重要使命。
2023年，《深圳市海洋发展规划（2023-2035年）》正式发布，提出“建设具有竞争力、创新力、影响力的全球海洋中心城市”的目标。
2024年3月，深圳发布“20+8”产业集群2.0版本，聚焦海洋电子信息、海洋高端装备、现代海洋渔业、海洋新能源和海洋现代服务业等重点领域，更进一步突显海洋产业的重要性。
2024年深圳海洋产业生产总值预计达3274亿元；到2025年，全市海洋生产总值目标达4000亿元，占全市GDP约10%。

The 19th International Conference on Underwater Networks and Systems (WUWNet'25) will return to Shenzhen, China - the innovation capital of Guangdong Province - from October 29 to November 1, 2025. 国际水下网络与系统会议（WUWNet）汇聚来自世界各地的优秀科研工作者和企业家，分享水下通信、网络与系统相关领域的前沿科技成果，研讨涵盖水下通信与网络、水下传感与探测、水下机器人、海洋工程与装备等多个领域。该会议于2006年在美国发起，已成功举办18届。WUWNet已成为水下通信、网络与系统领域的全球旗帜性会议。
